The achieved value of the indicator is based on the Drug Management Information System (DMIS). 56.9 is a cumulative adherence rate since the start of the project. Additionally we know that 66 persons have moved to another regions and there is a high probability that they alive and continue treatment. If the calculation of the achieved value of the indicator is based on the last year data its achieved result is 72.4% that is higher than the baseline meaning sustainable adherence to HIV treatment. The indicator was underachieved due to the following objective reasons: (1) more than 60% of the patients are IDUs, (2) absence of substitution therapy in Russia that even more complicate retention of IDUs on treatment, (3) overall, the system is overloaded because of hard burden of the limited number of doctors with ARV drugs and patients in the last three years.
